UNAIDS report 'What countries need: investments needed for 2010 targets', 2009.

Universal access to HIV prevention, treatment, care and support by 2010 is the stimulus package that governments agreed to when they adopted the political declaration on HIV/AIDS at the United Nations General Assembly in 2006.

Realizing this goal is essential to achieve Millennium Development Goal 6 of halting and reversing the spread of HIV by 2015; its achievement will have a positive impact on the other Millennium Development Goals that address gender equity, child and maternal survival and the alleviation of poverty.
